Measures for the Recognition of Honorary Titles for Regional Economic Quality in the Foundry Industry
Chapter One General Principles
Article 1 In order to implement the Product Quality Law of the People's Republic of China and the Quality Revitalization Outline issued by the State Council, to implement the scientific outlook on development, promote the brand strategy, and encourage regional economies to follow a quality and efficiency-oriented development path, these measures (hereinafter referred to as 'Recognition Measures') are specially formulated.
Article 2 The honorary titles for regional economic quality in the foundry industry are divided into 'Capitals of **', 'Hometowns of **' ('Famous Cities of **'), and 'Bases of **' ('Industrial Parks of **') according to different situations and conditions. There will be one national recognition for the title 'Capital of **'. For the title 'Hometown of **' ('Famous City of **'), 3 to 5 regions will be recognized nationwide at the discretion. For the title 'Base of **' ('Industrial Park of **'), 5 to 8 regions will be recognized nationwide at the discretion.
Chapter Two Basic Conditions for Obtaining Honorary Titles
Article 3 The applicant unit for the regional economic quality honorary title should be a local government at the county level or equivalent and above, and the industry applying for the title must comply with national industrial policies.
Article 4 The declared industry should be the pillar industry of the region, with clear support policies from the local government and approval from the higher-level government.
Article 5 The industrial cluster characteristics of the region are significant, with considerable influence and recognition among peers and major users, and its products have a high quality level and market competitiveness, with market share expanding year by year.
Article 6 Specific Conditions for Applying for Honorary Titles
1. Annual sales requirements:
1. The industry applying for the title 'Capital of **' must rank first in annual sales among similar regions nationwide for the past three years, with its annual output value accounting for more than 20% of the total output value of the same industry nationwide;
2. The industry applying for the title 'Hometown of **' ('Famous City of **') must rank among the top in annual sales among similar regions nationwide for the past three years, with its annual output value accounting for more than 10% of the total output value of the same industry nationwide.
3. The industry applying for the title 'Base of **' ('Industrial Park of **') must rank among the forefront in annual sales among similar regions nationwide for the past three years, with its annual output value accounting for more than 3% of the total output value of the same industry nationwide.
2. Implement the scientific outlook on development and adhere to a quality and efficiency-oriented development path.
1. No counterfeit or inferior products, major quality issues, or intellectual property infringement complaints in the past three years, and no unqualified products in the inspection and sampling by national quality supervision and inspection agencies in the past three years;
2. All products included in '3C' certification have passed certification, and all products included in production licenses have obtained production licenses;
3. Most enterprises have established and effectively operated quality assurance systems, with over 80% of enterprises passing ISO9000 quality management system certification, leading enterprises passing ISO14000 certification, and establishing good after-sales service systems;
4. The applicant region has established or planned to establish third-party product quality inspection institutions for the industry;
5. Enterprises implement brand strategies and strive to create brand products:
6. The leading products of leading enterprises are produced according to international advanced standards, reaching a leading level domestically;
7. All environmental protection indicators of enterprises meet standards.
3. Local government support for the industry.
1. There should be government support for the development plan of the industry;
2. The government has issued support policies that have been implemented.
Chapter Three Application and Approval Procedures
Article 7 Application
The applicant unit shall submit an application for honorary title to the China Foundry Association based on the application conditions, along with an application report, which should include:
1. A letter from the government of the declared region approved by the higher-level government;
2. Application report from the declared region;
3. Relevant materials and proof materials prepared according to the application requirements.
Article 8 Organizing Research
An expert group organized by the China Foundry Association, including branch institutions, quality inspection institutions, and industry experts, will conduct on-site investigations and write a research report.
Article 9 Public Announcement
The China Foundry Association will publicly announce the relevant research results and conclusions on the 'China Foundry' website and in journals for 30 days.
Article 10 Approval
The chairman's office of the China Foundry Association will review the application materials, investigation reports, and public announcement results to decide whether to grant the honorary title.
Article 11 Notification
The China Foundry Association will issue a notice of the recognition results and award certificates and medals.
Chapter Four Supplementary Provisions
Article 12 The validity period of the honorary title recognition is five years.
Article 13 The unit applying for the honorary title shall report the development status of the declared industry to the China Foundry Association every year.
Article 14 The costs of application, research, and certificates for the honorary title shall be borne by the applicant unit.
Article 15 These recognition measures are interpreted by the China Foundry Association.
Article 16 These recognition measures shall be implemented on a trial basis from the date of promulgation.
