Measures for recognizing the honorary title of regional economic quality of foundry industry

Chapter I General Provisions

Article 1 These Measures (hereinafter referred to as the "identification measures") are formulated for the purpose of implementing the product quality law of the people's Republic of China and the quality revitalization program issued by the State Council, implementing the scientific outlook on development, promoting the brand strategy, and encouraging regional economies to take the quality benefit development path.

Article 2 the honorary titles of regional economic quality of foundry industry can be divided into "* * city", "* * town" (* * famous city "), and" * * base "(* * Industrial Park) according to different conditions and conditions. One region with the title of "capital of * *" has been identified throughout the country. There are 3-5 regions with the title of "* * town" ("* * famous city") in the country. There are 5-8 regions with the title of "* * base" ("* * Industrial Park") in China.

Chapter II basic conditions for obtaining the honorary title

Article 3 the applicant for the honorary title of regional economic quality shall be the local government at or above the county level, and the industry applying for the title must comply with the national industrial policy.

Article 4 the industries to be applied for shall be the pillar industries of the region, and the local government shall have clear support policies for them, with the approval of the government at the next higher level.

Article 5 the industrial cluster in the application area has obvious characteristics, has great influence and popularity among the same industry and main users, and its products have high quality level and market competitiveness, and the market share is expanding year by year.

Article 6 specific conditions for applying for honorary titles

1、 Annual sales requirements:

1. The sales volume of the industry applying for the title of "capital of * *" in the past three years ranks first in the similar regions in the country, and its annual output value accounts for more than 20% of the total output value of the same industry in the country;

2. The sales volume of the industry applying for the title of "* * town" ("* * famous city") in the past three years ranks among the top in the same regions in the country, and its annual output value accounts for more than 10% of the total output value of the same industry in the country.

3. The sales volume of the industry applying for the title of "* * base" ("* * Industrial Park") in the past three years ranks among the same regions in the country, and its annual output value accounts for more than 3% of the total output value of the same industry in the country.

2、 Implement the scientific concept of development and adhere to the road of quality and benefit oriented development

1. In the past three years, there have been no complaints about fake and shoddy products, major quality problems and intellectual property infringement, and no unqualified products have been inspected and spot checked by the national quality supervision and certification authority in the past three years;

2. All products listed in the "3C" certification have passed the certification, and all products listed in the production license have obtained the production license;

3. Most of the enterprises have established effective quality assurance systems. More than 80% of the enterprises have passed the ISO9000 quality management system certification, and the leading enterprises have passed the ISO14000 certification. Meanwhile, a good after-sales service system has been established;

4. The application area has established or plans to establish a third-party product quality inspection institution of the industry;

5. The enterprise implements the famous brand strategy and strives to create famous brand products:

6. The leading products of the leading enterprises shall be produced according to the international advanced standards and reach the domestic leading level;

7. All environmental protection indicators of the enterprise are up to standard.

3、 Local government support for the industry

1. The government should support the development planning of the industry;

2. The government has issued supportive policies and implemented them.

Chapter III Application and approval procedures

Article 7 Application

The applicant shall apply for the honorary title to China foundry association according to the application conditions and submit the application report, which shall include:

1. Letter of declaration to the regional government approved by the higher level government;

2. Regional application report;

3. Corresponding materials and supporting materials prepared according to the application requirements.

Article 8 organization and investigation

An expert group composed of branches, quality inspection institutions and industry experts organized by China Foundry Association conducts on-site investigation and research, and writes a research report.

Article 9 publicity

The China Foundry Association will publicize the relevant research results and conclusions on the "China Foundry" website and journals for 30 days.

Article 10 approval

The chairman's office meeting of China Foundry Association will consider and decide whether to grant the honorary title according to the application materials, investigation reports and publicity results.

Article 11 notice

China Foundry Association issued a document to announce the recognition results, and issued certificates and medals.

Chapter IV supplementary provisions

Article 12 The term of validity for the recognition of honorary titles is five years.

Article 13 the honorary title applicant shall report the development of the declared industry to the China Foundry Association every year.

Article 14 the expenses for the application, investigation and certificate of honorary titles shall be borne by the applicant.

Article 15 the China Foundry Association shall be responsible for the interpretation of these measures.

Article 16 These Measures shall be implemented on a trial basis as of the date of promulgation.
