1. Bidders must meet the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China;

(1) Have the ability to independently assume civil liability (provide business license or other proof documents such as the three-in-one certificate);

(2) Have good commercial credit and a sound financial accounting system (financial status report for 2018 or credit certificate issued by the bank where the basic account is opened);

(3) Have the necessary equipment and professional technical capabilities to perform the contract (provide a letter of commitment or relevant proof materials demonstrating the necessary equipment and professional technical capabilities to perform the contract);

(4) Have a good record of paying taxes and social security funds in accordance with the law (provide relevant materials for paying taxes and social security funds in any month of 2019; if exempt from tax or not required to pay social security funds, corresponding documents must be provided);

(5) No major illegal records in business activities in the three years prior to participating in government procurement activities (provide a written declaration);

(6) Other conditions stipulated by laws and administrative regulations.

2. Bidders must have no major illegal records in their business activities, and must not be subject to business suspension orders, revocation of business licenses, property seizure, freezing or takeover, or bankruptcy declarations, nor any other circumstances that may affect their bidding qualifications. Bidders must check their status on the "Credit China" website.

3. If the unit head is the same person or there are direct controlling or management relationships among different suppliers, they are not allowed to participate in government procurement activities under the same contract (provide a written declaration).

4. This project does not accept joint bids.

5. Our company only accepts bids from suppliers who have purchased this bidding document. Note:

Bidders must submit a comprehensive bid for the goods and services of this project by package. Any bid that only addresses part of the contents within a single package will be considered invalid. Bidders may bid for both package groups of this project simultaneously or bid for only one of the package groups, and it is allowed for bidders to win bids in both package groups.
